Covered California adding state CSR to Silver plans on the exchange

Covered California is adding a state cost share reduction (CSR) subsidy to 2024 Silver plans on the exchange, Silver 73, Silver 87, Silver 94. This will remove deductibles on all Silver plans.

Other Silver plan updates include:

• For Silver 73:
  • Approximating the Gold level of coverage for primary and emergency care.
  • Reducing copays for specialist visits. 
  • Reducing maximum out-of-pocket amount.
• For Silver 87:
  • Canceling planned cost-sharing increases for generic drugs.
  • Canceling planned increases in maximum out-of-pocket.

Your clients on the exchange may be passing up an opportunity for a Silver plan at no more cost to them.

Since 2022, the exchange has automatically moved Bronze enrollees who are eligible to $0 Silver 94 to provide richer benefits with the same carrier and product.

Covered California expects to expand its affordability crosswalk procedure to automatically move enrollees into CSR Silver plans during the upcoming renewal, if:

• Their income is under 250% of the Federal Poverty Level (FPL).
• They can get a Silver CSR plan with the same or higher value and the same or lower premium than a Bronze plan with the same carrier for the same product.
